| With the rising of the knowledge economy and the deepening of economic globalization, intellectual property is increasingly becoming strategic resources and core competition elements at the national and regional development. During the international economic slowdown, the dire circumstances of domestic economic restructuring, how to take "the intellectual property rights strategy" as the turning point, combine with the characteristics of Small and Medium-sized Enterprise in Binhai New Area, through improving Binhai New Area intellectual property financing environment, promoting enterprises strength, in order to promote IPF of SMEs, ease the difficulty of SMEs financing, and form the positive cycle of the intellectual property value development and enterprise innovation, is an important financial innovations for the Binhai New Area. During the 11th Five-Year Plan period, Binhai New Area IPF of SMEs has created a large progress, while some problems and constraints are emerging. This paper explore the status, problems, behavioral characteristics and influencing factors of IPF for SMEs in the Binhai New Area, and propose promoting countermeasure for the IPF of SMEs in Binhai New Area.Firstly, we introduced the background and significance of this study, reviewed emergence & development of SME financing theory and the development and research situation of enterprise IPF; under foundation, according to the surveys and interviews of the Binhai New Area IP for SMEs financing activities, in the second part of this paper, we explore the status, problems, the motive, type, cost, gains and influencing factors of IPF for SMEs in the Binhai New Area; the third part mainly analyzed influencing factor; the fourth part analyzed the relationship between the main body and affecting way through the game model; the fifth part mainly summarized the domestic and foreign IPF experience and the enlightenment; the sixth part proposed several promoting countermeasures, the paper final part elaborated this article studies conclusion and forecast. |
