Hunan Agricultural Science And Technology Achievements Transformation Situation And Countermeasures

Science and technology are primary productive force. The development and prosperity of agriculture and rural is the purposes of "The New Rural construction", witch depends not only on Strong research and development of agricultural science and technology, but also the comprehensive transformation and popularization of agricultural science and technology achievements. However with the continuous development of the market economy since the reform and opening up, the traditional mode of agricultural extension in China presents fault line, people scattered and out of the situation, witch lead to low transformation rate of our country’s agriculture science and technology achievement. According to statistics, China’s annual productions of agricultural science and technology achievements are more than 6000, but there are agricultural sciences and technology achievements rarely used in the production and have actual financial benefits. The transformation rate in developed countries is 65%-85%, in American, for instance, it is 80%-85%. Although China’s agriculture science and technology has achieved important progress in recent years, transformation and extension level is still not high. During "the eleventh five-year plan", the transformation rate of agriculture science and technology achievement is about 40%, witch far below the level of developed countries over 80%. This paper summarizes the status of agriculture science and technology achievement transformation in Hunan Province, summed up the agriculture science and technology achievement transformation since "the eleventh five-year plan" by the success in aspect of policies and regulations, Technology platform and Science and Technology Service, and point out the problems such as the inadequate management system, The lack of funds, Information asymmetry and the backward Extension system in the system of agriculture science and technology achievement transformation in Hunan Province and put forward corresponding countermeasures.
