Research On Kunming’s Industry Policy Implementation

Chinese industry has got remarkable achievements since 1949, which benefits a lot from central and local industrial policy. The effect of policy implementation has direct influence on the progress of local industrial development. Therefore, public policy study put more emphasis on the evaluation of policy effectiveness. The evaluation of policy not only can measure the effectiveness of policy implementation, but also can optimize allocation policy resources, improve the scientificity and effectiveness of the policy making and operation.The Study object of this paper is the current industrial policy in Kunming. Firstly, classify the policy and summarize the character of current policy; secondly, evaluate the applicability and effectiveness of Kunming’s industry policy by questionnaire survey and analyze the main problem in current policy; at last, based on the questionnaire survey, present the suggestion to improve current policy.The result of the questionnaire survey shows that both objects and operators of current industrial policy are dissatisfied to the effectiveness of policy. Fiscal, tax and technology innovation policy get higher evaluation score than land, financial and talent policy. The main factor to influence the effectiveness of policy is the quality of policy making. Based on questionnaire survey, the paper presents following suggestions:to improve policy itself; to establish policy implementation supervise system; and to establish and perfect the policy implementation effect evaluation and feedback mechanism.
