Grain Security Evaluation And Policy Choice Of Fujian

Grain is a special commodity which directly related to social stability, economic development and national security. Along with industrialization, urbanization and the promotion of the market oriented reform of grain, as the main sales areas of grain, Fujian can be transferred enough food to meet the demand of the market, but grain security is still weak. To improve the grain security level has become an important job of Fuj iangovernment.Based on the review of the domestic and foreign grain safety research, literature research, quantitative analysis, classification and comparative analysis method are used to research the grain safety situation of Fujian through starting in grain production, storage, circulation, consumption and grain quality. Corresponding indicators are selected to analysis and evaluate the grain safety situation. The forecast of the long-term grain supply and demand trends of Fujian is carried on. By drawing on the grain policy adopted by the domestic typical grain sales areas, I put forward policy suggestions to construct the system of grain security.According to the analysis,2006-2013, the overall grain safety level of Fuzhou has increased year by year, especially after 2012, grain security situation has greatly improved. But the quantity and quality of the grain supply are still grim, the grain security level is poor. According to the long-term prediction of Fujian grain production and demand, supply and demand gap will continue to expand.The establishment of the grain security system is particularly important.Fujian government should construct grain security system through changing the conception and the function of government, increasing the supply of grain, improving grain storage system, promoting the construction of the grain circulation system, constructing grain emergency security system, strengthening regulation of food quality, reducing food losses, establishing food safety view to protect the grain safety of Fujian.
