Land remediation was the strategic decision made by the State according to the present stage of economic development level and the state of the resources and environment. Which had an important role in dynamic balance of farmland, promoting urban and rural development and the construction of a new socialist countryside and so on. During the "Eleventh Five", A nationwide project investment budgeting 2.9×1011 yuan was arranged for 1.24×105 various types of land remediation, planning total remediation size of 1.11×10 hm2 and newly-increased cultivated land of 2.67×106hm2. Over the same period funds was arranged for land remediation at 3.27× 1011yuan, building newly irrigation ditches for 6.7 x 106 km and field road for 5.7×106km.. According to estimates, the average cost of agricultural production decreased by 5% to 15%, production increased by 10% to 20% and the national grain production capacity increased by 8.0 x 106t after the renovation of the arable land.Not only we should pay attention to the land remediation effectiveness in the scale of construction, newly-increased cultivated land, grain production capacity and the quantity of project construction, but also did we attach importance to input-output efficiency of the huge land remediation funds which had important theoretical and practical significance on comprehensive measure of the dynamic relation between capital investment and land productivity to promote the limited funds fully utilized.In this paper, we analysed implementation of China’s land remediation during 2006 to 2012 in the background of China’s land remediation implementation and construction ativity.we builded land remediation investment efficiency evaluation index system Combining with land remediation project input and output elements. In order to study the spatial and temporal characteristics of the land remediation investments efficiency and as well as the interrelated law, we analysed levels and changes of land remediation investment efficiency during the study period. Drawing the main conclusions as follow:(1) Land remediation projects in China were mainly the type of development against current situation of China’s limited arable land reserve resources which should be concerned about. In view of the construction scale, land consolidation project had the largest scale, followed by development projects, reclamation projects the smallest. From 2006 to 2012, the projects location shifted from mainly the economically developed eastern coastal provinces to both eastern and midwestern. As to concentration degree of distribution, land consolidation project was most balanced in the nationwide, land development projects the second, however land reclamation project was relative concentrated.(2) More than half of the land remediation funds invested in the eastern coastal areas, Hubei and Hunan provinces and Sichuan-Chongqing region during study period. Investment intensity (per unit area of investment) related to remediation content. Overall, strength of rural collective construction land consolidation and land reclamation project investment was higher. The tendency of the total land remediation investment spread from the eastern to the Midwest and Northeast. In the mean time, investment intensity has increased in most of the provinces. The total newly-increased cultivated land was also showing a tendency to spread from the east to the Midwest and Northeast. As a result of the region’s increasing focus on the improvement of cultivated land quality and ecological environment improvement in the land remediation projects area, The Unit Investment newly-increased cultivated land generally reduced.(3) For the average value of land remediation projects investment efficiency was 0.46, the overall efficiency was low during study period. Projection analysis showed that most regions in China had well achieved the number target of the newly-increased cultivated land investments in land remediation. However there was still a lack of achieving area infrastructure improvements, social security and some other functions like that in land remediation project. Under the guidance of land remediation direction giving priority to a high standard construction of basic farmland, Land remediation project construction should pay more attention to investment in social benefits, in order to achieve optimal overall efficiency in land remediation investment. According to the analysis of returns to scale, the type of land remediation projects was decreasing returns to scale in most parts of China, so the increase in the scale of construction and investment could not bring greater enhance to efficiency. Therefore in the post-land remediation practice, the Reasonable control of land remediation inputs to make Regional land remediation achieve optimal input-output efficiency was the important and difficult in China’s land remediation management.(4) National policies and regulatory had great influence on land remediation efficiency investment. With land remediation in the key areas and major projects being investment focus as well as further standardizing the use and allocation of land remediation funds, China’s investment in land remediation efficiency was greatly enhanced. According to all region, the central region had the highest investment efficiency over the years, followed by the eastern region, the western region the lowest.(5) China’s county land remediation investment efficiency had certain space positive correlation, and agglomeration features was significantly. However there was weak space negative correlation on provincial scale over the years, and local spatial distribution had a certain degree of agglomeration. Overall it showed characteristics of interprovincial discrete and county agglomeration in the same province. From 2006 to 2012, the middle and lower reaches of the Yangtze River plain area gradually developed into the high value gathering area of the land remediation investment efficiency.
