Although the policy of reform and open has been in progress for almost 40 years, the economic development of Beijing, Tianjin and Hebei can not be satisfactory. Although the GDP is constantly rising, the gap between Hebei and Beijing, Tianjin does not narrow. It is being expanded. The development of regional economy is seriously unbalanced. Xi Jinping, General Secretary of China, proposed a national strategy for the coordinated development of Beijing, Tianjin and Hebei. And the strategy has become the NO.1 project. There is one chapter explaining the strategy of the coordinated development of Beijing, Tianjin and Hebei in the thirteenth five-year-plan. It wants to sparse some industries and people that do not belong to the capital function. In that way, Hebei can develop faster to narrow the economic gap and it makes the competitiveness of the whole regional economy stronger. It is very important to find out what result in the economic gap between Hebei Province and Bejing, Tianjin and propose some policies or recommendations for the future economic development of Hebei Province. However, most of the researches in this field are limited to the theoretical analysis of the current situation. The systematic use of index systems and mathematical models to quantify the analysis is scarce.Firstly, comparing the Beijing Tianjin Hebei region with the Yangtze River Delta region, it can conclude that the Beijing Tianjin Hebei region is weaker than the Yangtze River Delta region in economic field. And the gap between Hebei Province and Beijing, Tianjin is larger than the gap among provinces in the Yangtze River Delta region, so Hebei Province can absorb the experience from the development of the regional economy in Yangtze River Delta. For example:developing international trade, more reasonable arrangement of the industry, government coordination and cooperation and so on. It can provide experience and guidance for the future economic development of Hebei Province.Secondly, the establishment of a comprehensive evaluation index system, according to the content of the index system, the paper describes the development situation of the Beijing Tianjin Hebei region, especially Hebei Province in detail from 4 big aspects and 16 small points of view. Through the longitudinal comparative analysis and the detailed description of the gap between Hebei Province and Beijing, Tianjin, it provides factual basis for the follow-up analysis of the influential factors and the corresponding policies and recommendations.Then, theoretical analysis of various factors that affect the economic development of Hebei Province and choosing entity fixed effects regression model to quantify the degree of the impact of these factors, the results of the entity fixed effects regression model are finally used to draw the conclusion that Hebei province should strengthen the second and third industries, strengthen human capital and fixed assets investment in order to achieve economic catch-up.Finally, according to the above analysis, the paper finally gives the recommendations for the future economic development of Hebei Province:precisely position according to its advantages and vigorously develop the second and third industries; improve the infrastructure and public services to attract the talented; vigorously develop the international trade; actively promote and participate in the coordination and communication among the three governments.
