| Nowadays the world is changing from the traditional economic mode that characterized by a large amount of energy to the model of the knowledge economy which oriented by knowledge and information. The "Twelfth five-year" plan in our country pointed out that the scientific and technological progress and technological innovation must be adhered to realize the rapid transformation of the mode of economic development. The protection of intellectual property rights will bring certain incentives for scientific and technological progress and technological innovation. For a long time,most studies about the relationship of the protection of intellectual property rights and economic are mostly concentrated in the developed countries.As a developing country, China also faces the problem of the selection of intellectual property rights (IPR) protection policy. The application of intellectual property protection in China started relatively late and mostly focused on the study of theoretical research, this paper on the basis of previous studies and combined with the concrete situation in our country,analyzed the influence of intellectual property rights protection on high technology industry technology innovation efficiency by using theoretical and empirical way,and targeting on finding the effective ways to improve the system of intellectual property rights protection and the efficiency of high technology industry technology innovation.It has a very important theoretical and practical significance.This paper uses improved GP index method to calculate the level of intellectual property rights protection of each region of our country,and then use DEA method to measure the efficiency of high technology industry technical innovation of China, measure and analyze the convergence of the calculated technical efficiency. Not only theoretically anlyze the mechanism of intellectual property rights protection on the efficiency of high technology industry technical innovation,but also based on the panel data of high technology industry in our country from 2001 to 2013, using Tobit model make a empirical analysis and put forward some relevant policy suggestions. Results indicate that the strength of regional intellectual property rights protection and high technology industry technical innovation efficiency in China are increasing year by year but regional difference is large, the trend of increasing significantly better in the eastern region than the central and western region. In the whole nation and the east,the central and the western region, high technology industry technical innovation efficiency are absolute beta convergence obviously, namely the technical innovation efficiency can eventually tend to their steady state level. In addition, the improvement of intellectual property rights protection level has a positive impact on high technology industry technical innovation efficiency, the synergistic effect of intellectual property rights protection with FDI and export will also promote the high technology industry technical innovation efficiency. The proportion of government technology spending account for the total number, the number of high-tech industry companies, foreign direct investment and export growth of high technology industry also has a positive impact on high technology industry technical innovation efficiency. |
