The civil aviation transport industry plays a very important role in the national economy,it will promote a country’s national economy development. China’s demand for aircraft will be very great in the next 20 years. In many developed countries, such as America, aviation finance started early and it has formed a complete chain of aviation finance products. In recent years, the government has increased the investment in this area, but in China, since the incomplete of laws and regulations, lack of professionals and government policy guidance and other reasons, the development of financial leasing is still relatively slow which has much room for development in the future. In May 2011, the State Council officially approved the "Construction plan of Tianjin Northern International transportation Center core functional areas program " (the letter [2011] No.51), which clearly pointed:We will explore the establishment of the free trade area when conditions are ripe for Reform.
