Technology enterprise incubator incubates small and medium enterprises at the beginning of their growth. It provides facilities and policy support for newly created small technology companies. It plays an important and unique role in Chinese modern science and technology enterprises development. As Chinese major science centers, raw material base and economic hinterland, Southwest China (Sichuan, Chongqing, Yunnan, Guizhou and Tibet) has inherent advantages of abundant human and natural resources. Characteristic of late beginning, great potential and rapid development makes Southwest incubators unique in Chinese incubator industry competition. The technology business incubators of Southwest China had increased to 49 in 2013, and the revenue of incubators and incubators fund had respectively come to 255 million and 758 million yuan. The incubators of Southwest China had shown development characteristic of functional specialization, investment diversification, diversification of forms and organizational networking(Ministry of Science and Teclinology of China, 2013). However, the operating situation of incubators of Southwest polarized seriously because of the blind development and lacking of long-term planning. The incubators without obvious competitive advantage and mature run mechanism began to highlight their shortcomings. The fatigue innovation and reducing survival rate of incubated enterprises make enterprises shake prospects of incubators, and this brings huge industry risk to the growth of small and medium sized technology companies in Southwest China. This paper evaluates the operating efficiency of technology business incubators in Southwest China and gives the corresponding countermeasures and suggestions. It has theory and practice meaning for improving the hatching efficiency of business incubators, enhancing the survival rate of incubated enterprises and stimulating innovation and vitality of SMEs.The contents of this paper include six parts. The first part is the introduction. This part introduces the research background, significance, literature review and research ideas. The second part introduces the theoretical foundation of this paper, explains the main content of enterprise life cycle theory, resource dependence theory and scale economy theory and their enlightenment on this article, and recognizes the connotation of technology business incubators and their operating efficiency. The third part analyzes the current development situation and major problems of science and technology business incubator in Southwest China. The fourth part builds the evaluation models of DEA and the operating efficiency evaluation index system of technology business incubators in Southwest China. The fifth part does empirical analysis on the operating efficiency of technology business incubator in Southwest China according provinces and operation modes and makes cluster analysis on the evaluation results. The sixth part draws conclusions, and proposes countermeasures of improving the operating efficiency of technology business incubators in Southwest China.The paper has three main conclusions. (1) The average operating efficiency of business incubator in Southwest China is not high, and the trend of overall operating efficiency goes fluctuations of up and down in 2010-2013. The overall efficiency wanderings up and down around 0.700. (2) There is a big difference between operating efficiency of technology business incubators of different regions and modes. (3) The number of inefficient business incubator in Southwest China is large, and the total number of class Ⅱ, Ⅲ, and Ⅳ technology business incubators is 13, and it takes the total proportion of 46.43%.In conclusion, this paper puts forward the following countermeasures. (1) Business incubators should optimize the allocation structure of the incubation resources. (2) Business incubators should build the public technical service platform. (3) Business incubators should improve the incubating service system.(4) Business incubators should innovate incubation mechanism and operation mechanism.
