Study On Development Of Trans-Regional Work Of Agricultural Machines In Jiangsu Province

Developing trans-regional work of agricultural machines is a movement drawing more attention from the government, benefiting for agricultural machine drivers and meeting the demands of farmers. It is also a movement playing an increasingly important role in promoting the utility of agricultural machines, in improving farmers’income, in strengthening the agricultural disaster-fighting ability, in accelerating agricultural mechanization and developing the modern agriculture.This paper firstly discusses in detail several aspects concerning trans-regional work of agricultural machines, such as its concept and history, its categories and features, its function and significance. Secondly, it reviews the four stages that trans-regional work of agricultural machines in Jiangsu province has experienced. Thirdly, it analyzes series of statistics on trans-regional work accumulated in the past years to predict its developing trend. Fourthly, it takes as its key research issues the trans-regional work cost, economic effect, organization pattern, route arrangement, service radius, policy environment and rear services with reparation, oil supply and information service as its focus.Finally, it elaborates the main problems faced by trans-regional work and puts forward some effective measures and suggestions to promote the healthy and organized development of trans-regional work.The result of the above-mentioned research demonstrates firstly that Jiangsu is one of the earliest provinces that began trans-regional work of agricultural machines. In 1996, an organized trans-regional work was carried out in which some combine harvesters in the southern part of Jiangsu province were sent to help disaster-fighting and timely harvesting in the northern part of Jiangsu.Secondly, Jiangsu is the first to have made breakthrough in trans-regional rice harvesting. In 2000, the income brought by trans-regional rice harvesting by agricultural machines exceeded that produced by trans-regional wheat harvesting. In 2001, the area covered by trans-regional rice harvesting outnumbered that of wheat harvesting.Thirdly, Jiangsu possesses the leading rank in trans-regional work organizing ability, managing standard and scale benefits. In recent years, there have been more than 90 thousand combines involved in trans-regional work, and the profit made by trans-regional work has been secured at over 4 billion yuan. The trans-regional work of agricultural machines in Jiangsu province has experienced four stages, namely the stage of free development, the stage of fast development, the stage of standardized development and the stage of steady development, which have been respectively featured by distinctive characteristics.At present, the market for the trans-regional wheat harvesting of agricultural machines has been saturated, which will consequently lead to the gradual decrease of the scale and effect of trans-regional work of agricultural machines. For example, the net profit for trans-regional work by the average single machine has already presented a declining trend. The future trans-regional wheat harvesting will be mainly focused on disaster-fighting and timely harvesting in the summer season.Generally speaking, the national standard for rice harvesting and transplanting is far from satisfactory and the price for related machines remains rather high. Given different economic conditions in different places and the limit of the purchasing power of farmers, the number of high-functioning combines, rice-planters, especially riding rice-planters, is far from meeting the demand of mechanized work. Although there is still some room for the improvement of trans-regional rice harvesting, it is getting increasingly difficult to fulfill the task.Therefore, it is necessary to broaden the scope and range of trans-regional work to strengthen the organization, the informatization and the standardization of trans-regional work focusing on trans-regional cotton harvesting, rape harvesting, potato harvesting, and trans-regional straw field-returning, crop protection mechanization, field water resources construction. Only in this way can trans-regional work contribute better service to the development of modern agriculture and the comprehensive construction of a well-to-do society.In Jiangsu province, the trans-regional work also faces some problems in market supervision, organization guarantee, rear services and policy support, which need instant attention. Therefore, to help trans-regional work of agricultural machines develop into a new era, some necessary measures should be taken to strengthen market supervision, personnel training, rear services, information guidance, mechanism innovation and policy support.
