| Bracken have been listed in the "green food" in our country, it is the love of consumers at home and abroad, China exports a large number of bracken products to Korea, Japan, southeast Asia and other countries each year. Now bracken has become one of high-quality natural plant processing export products in our country. Linzhi area of Tibet climate climate is superior, has rich bracken resources, while maintaining the typical green safety features, but the current level of development and utilization of bracken resources within the region is still relatively low, bracken fern industry output departure from the abundant local resources.This study based on the unique resources, environment and economic development in Linzhi Area of Tibet, In Milin Area as a example, on the basis of empirical research, with specific project construction as the background, centered as feasibility analysis, design export processing base construction project of Bracken in production of 625 tons annually in Milin Area of Tibet. This study is divided into seven chapters, the first chapter is introduction, mainly discuss the selected topic background and research significance of this study; the second chapter is the theoretical basis of bracken export processing base construction, including research progress at home and abroad, the definition, etc; the third chapter is bracken market analysis at home and abroad, discusses the bracken international and domestic market situation in our country and the market share; the fourth chapter is Milin bracken feasibility of export processing base construction scheme and construction measures, including regional bracken resources, environmental, social and economic advantages, such as from the perspective of production at the same time discusses the ways and measures of the construction of the processing base; the fifth chapter is Milin bracken conditions and capacity to earn foreign exchange through export processing base for investment, focus on analysis in the current international market situation, Milin bracken processing base product distribution status and possible economic development ability; the sixth chapter is analysis benefit of the construction of the processing base, mainly from the economic, social and ecological three aspects to discuss the necessity of the construction of export processing base and produce efficiency, foundation for future development and industrial structure transformation; the seventh chapter is conclusion and prospect, summarizing the problems that exist in the feasibility study and the experience is worthy of reference for similar regions.Through this study can be seen, based on superior resources and environment characteristics in Milin, the county has a potential and conditions of the construction of bracken export processing base, based on the region’s economic development stage and level, the base is expected to total investment of 6.5 million yuan, mainly the introduction of infrastructure and production lines, after the completion of the base and officially put into operation the company is expected to bring $ 8,000,000 foreign exchange earnings each year for the region, remove the associated costs and taxes, net profit is $1,251 million, the investment return on sales of 15.64% and total investment financial internal rate of return is 105.9%(after tax), the dynamic payback period is 2.28 years, project break-even point is 29.1%; if expand the scale of production, increase product variety, the export base of future economic and social benefits will be even more impressive. Through this study we can see, building high export processing bases in underdeveloped areas which has a unique resource, a good environment and ecological conditions, supply the international market unique products of plant resources, will effectively enhance the overall strength of the region, promote industrial restructuring, the seventh chapter is conclusion and prospect, summarizing the problems that exist in the feasibility study and the experience is worthy of reference for similar regions.From the point of Milin’s local economic development, this study will provide innovative ideas for economic, social and ecological development area. Export processing bases in the region will provide the conditions for resource advantages into economic advantages, conducive to Milin construction become the homeland security barrier frontier area, national ecological security barrier construct demonstration zone, the important strategic resources of national reserves, plateau characteristic agricultural producing, the national characteristics of culture exhibit and important world tourism destination, will benefit the regional comprehensive development strength increase, more conducive to regional ethnic, cultural, ecological, social, and economic virtuous circle.
