China’s economic development has experienced 30 years of rapid growth since the reform and opening, to 2008 its economic growth slow down to 9.6%, and in 2014 it further down to 7% growth. Clearly, China’s economic growth has slow down from the rapid growth to the new normal speed, China’s economic growth and sustainable development has draw China and other international community’s increasing attention.Earlier studies have considered that the growth pattern of East Asia is based on the input of capital, labor and other factors, so it lack lasting power, economic, and is considered to be unsustainable. The effect of industrial structure change and technological progress is the main reference index to measure the region economic growth is sustainable or unsustainable. The domestic scholars studied in this point of view, although China’s economic growth in the structural change effect is declining, but the effect of technological progress is still very clear, and it is a sustained upward trend, so that China’s economic development is a sustained growth conditions.
