Sichuan Tobacco Company is a large state-owned monopoly of China National Tobacco Corporation. Experienced rapid development in recent years, it has developed into a large enterprise of 22 subsidiaries, with 33 billion total assets, 70 billion annual sales and more than 14,000 employees. The traditional management methods cannot adapt to the needs of the future enterprise development. The disease of large enterprises such as low efficiency, high cost began to show.Importing new modern scientific management tools for enterprises to achieve sustained, stable and healthy development is in urgent need.As one of the three modern international management tools, benchmarking’s core idea is benchmark comparison, short board improving and surpass the advanced, and through the benchmark loop of benchmark establishment, comparison, acquirement, transcendence to reach the top level in the relevant field. Intra-industry benchmarking is to do specific research, analysis of the competitors’ business indicators and their critical success factors to find gaps and improvements. Intra-industry benchmarking have advantages such as standard comparability, the data easy to access, experience relatively open, which are ideal for government agencies and large state-owned group companies. Importing intra-industry benchmarking is the best choice for the tobacco industry, which is realistic need to solve the Sichuan Tobacco Company’s "big company disease", and also is the objective requirements of dealing with market-oriented reforms and enhancing competitiveness.Based on the review of the theory and practice of benchmarking at home and abroad, this paper proposed the theoretical basis, implementation steps, index system, security measures etc. of promoting intra-industry benchmarking in Sichuan Tobacco Company, and build a relatively advanced management system of intra-industry benchmarking. This paper also compared the economic efficiency, labor efficiency, cost and other indicators before and after importing benchmarking, which proved that carrying out intra-industry benchmarking is important for the tobacco business enterprises to improve management, improve economic efficiency, reduce cost, and has certain reference value for tobacco companies in the other provinces and other large state-owned commercial enterprises.
