The main content of the thesisThe full name of on-call taxi service center is intelligent dispatch service center of on-call taxi. Passengers, through calling the on-call service center, can enjoy the service of taxi reservation and instant called car. It belongs to an important subsystem of the supervision of taxi operation and service and information management system.The on-call taxi service center, as an important component of the urban traffic system, is the bridge and the link between passengers and taxi drivers, which have several obvious effects. For example, it can effectively avoid the problem of "difficult to call a taxi" owing to the information asymmetry and the problem of taxi driving without a passenger. So, it may contribute to ease traffic congestion, save energy, reduce air pollution and increase the taxi drivers’income etc.The on-call taxi service business has developed for a long time and has been relatively mature in the western developed countries. Now it has become the important auxiliary means of the traditional called taxi by hands on the spot. Its business accounts for 10%-30% the proportion of general taxi total volume.Passengers have generally accepted this service form.Domestic on-call taxi service business starts late, so it has a process to explore the rule and to open up and cultivate the on-call taxi service market.The Chengdu on-call taxi service center plans to provide the whole domain Chengdu, including nine districts, four towns and six counties, on-call services. It is Chengdu Rongchen taxi Co., Ltd., the first on-call taxi service center in the western region, which is in charge of the specific operation.On July 2012, Chengdu on-call taxi service center was put into operation.But After months of trial operation, a series of problems are waiting to be solved. The problems display as follows:the seriously insufficient of on-call service business, the serious loss of the on-call service operation, the high rate of passengers’ breaking their promises.Faced with a series of existing problems, according to years of operating experience of on-call service both at home and abroad, the author combines with the practical situation of Chengdu taxi market and the on-call center and is in line with taking full use of chengdu on-call taxi service center,the only one platform for on-call taxi service business,to put forward the optimization measures for Chengdu on-call taxi service center operation.The main idea of the thesis1. Strengthen efforts to endorse Chengdu on-call taxi service center.(1) Using all kinds of platforms of Chengdu transportation committee to endorse(2) Using China telecom 114, "the number know-it-all" platform to endorse(3) Using the China 114 yellow pages-China city business portal network to endorse(4)Using Chengdu traffic radio to propagandize the on-call center(5)Using print press, such as newspapers, to endorse(6)Using official website of Chengdu on-call taxi service center to endorse2. The strategies to solve the deficit problem of Chendu on-call taxi service center.(1)Adjust the fees of on-call service from the former fixed 50% proportion of taxi driver and on-call center separately to different division based on different period.1) Adjust the fee of on-call service proportion of taxi drivers and on-call center to 6:4 in the peak time2) Adjust the fees of on-call service proportion of taxi drivers and on-call center to 4:6 in the ordinary time3) Taxi drivers do not share on-call service fees in the slack time while the on-call service center exclusively takes in the fees.(2) The on-call service center charges the fees from VIP major client the "calling the taxi at fixed time machine" and "walkie talkie" taxi service.(3) The on-call service center charges caution money for partnership and annual management fees from the taxi companies which want to join in the on-call service business.3. The strategies to solve the customers’ promises breaking problems of Chengdu on-call service center(1)Optimize the application software system of on-call service center so as to manage the customers according to the credit classification.(2)Cooperate with the four telecom operators ---China telecom, China netcom, China mobile, China Unicom so as to charge the on-call fees through them.4. Merge similar function departments in order to reduce the on-call service center artificial cost.The last chapter of the paper put forward ponder over the development of Chinese on-call taxi service:1. The development of China’s on-call taxi service is the trend of the time.2. Taxi’s fuel subsidies should be cancelled and the on-call service should be fees free.3. Chengdu on-call taxi service center should be corporation business with an independent legal entity.The main contributions of this paper is as follows:This paper first put forward the following opinions and argued them informatively and powerfully:1. Adjust the fee of on-call service from the former fixed 50% Proportion of taxi driver and on-call center separately to different division based on different period.2. The on-call service center charges caution money for partnership and annual management fees from the taxi companies which want to join in the on-call service business.This paper makes a clear judgment and provides detailed arguments for the following three currently fierce debated questions in the academic field:first, the position of taxi industry; second, if the taxi fuel subsidies should be issued; third, if the on-call taxi service should charge.This paper puts forward that the accurate position of the taxi industry should be:taxi meets the high-end (high income), special (disease, Pregnancy, travel business, etc.) travel demands of residents and it is the supplement to the large capacity public transport. It should be limited to use but not encouraged to development. In consequence, we should increase the existent price step by step, and abolish the subsidies for taxi fuel.This paper, through argument, points out that the on-call taxi service fees excert a little pressure to finance. It is of great combined efforts for the government to pay full subsidies for the operating fees of the on-call taxi service center and driving fees of the taxi drivers.
