Problems Existing In The Quality And Safety Inspection System Of Agricultural Products In Xi’an City And Measures For Its Construction

Since the 21 st century, the quality and safety of agricultural products receives widespread social attention and the trade competition of agricultural products grows increasingly fiercer in the international market, the quality and safety of agricultural products has become a hot topic in social work. How to establish and perfect the quality and security system of the agricultural products and improve the ability of quality inspection and quality and safety management on them is of great importance to guaranteeing the quality and safety of the agricultural products in China and improving their international competitiveness.The quality and security inspection system of the agricultural products in Xi’an City has accumulated some experience in aspects including equipment, laboratories and personnel management. However, with the continuous expansion and improvement of the inspection sites in counties, towns and farmer markets. The quality and security inspection system of the agricultural products in Xi’an City begins to expose many problems, which restricts the improvement of the quality and security inspection system and inspection ability on agricultural products and brings real and potential risks to people’s life quality and safety.Centered at constructing the quality and security system of agricultural products in Xi’an City and targeted at its hardware and software construction and operation modes, this paper compared the advanced management modes and methods at home and abroad and adopted methods such as questionnaires, field surveys, material references and comparative analysis.After making summaries and analysis, come to the following conclusions:1. The inspection and testing system of the quality and safety of agricultural products in Xi’an has the problems including repetition of organizations and lack of a unified and coordinated organization management system, which limits the improvement of the inspection and testing ability and the regulation effects of the quality and safety of agricultural products at the management level.2. The inspection and testing system of the quality and safety of agricultural products in Xi’an has the problems including emphasizing on hardware while despising software construction, low equipment utilization, serious lack of technical staff of detection, weakpractical ability and unreasonable personnel structure at the level of detection technology,which limits the improvement of the inspection and testing system of the quality and safety of agricultural products.3. The inspection and testing system of the quality and safety of agricultural products in Xi’an has the problems including taking government mandatory and routine detection task as the main task, weak development of test items, scattered resources, weak funding support capability and inadaptation of basic hardware at the level of operation mechanism, which limits the improvement of he inspection and testing system of the quality and safety of agricultural products.4. In view of the problems Existing in the Quality and Safety Inspection System of Agricultural Products in Xi’an City, It proposed some strategies and effective management measures of strong applicability and practicability such as setting up institutional scientifically,innovating management mechanism, strengthening the construction of technician teams,increasing financial investment, implementing dynamic evaluation and improving the awareness of responsibility. It aimed to solve the potential problems existing in the construction and operation of the inspection system of agricultural products and provide references for the construction of the quality and safety inspection system of the agricultural products in Shaanxi Province and even the whole country.
