Research On The Development And Evaluation Of Strategic Emerging Industry Of Tianjin

After the 2008 global financial crisis, all countries in the world have been conscious that the key to deal with the crisis is the strategic transformation, the industrial structure optimization and upgrading. It has become the focus of national development to cultivate and develop strategic emerging industries. Tianjin, as an industrial city in china, has a large proportion of resource-dependent industries, large intensity of energy consumption. Facing the problem of unbalanced and unsustainable development, extensive pattern of economic development is unsustainable and has the energy saving pressure. Therefore, that cultivating and developing strategic emerging industry is the key to optimizing and upgrading industrial structure, achieving sustainable economic development and improving the regional competitive advantage.In this paper, the researched objects were the seven specific industries in strategic emerging industries of Tianjin. First of all, we determined the principles of evaluation and selection of strategic emerging industries through the study for connotation and characteristics of strategic emerging industries. Secondly, we determined the basic conditions and the industrial base in Tianjin strategic emerging industries by analyzing the current situation of strategic emerging industries in Tianjin in specific. According to the evaluation and selection principles, the current industry situation, innovation and comparative advantage, the index systems determined as follows: the first level of development is the new generation of information technology industry; the second is bio-pharmaceutical industry; the third is high-end equipment manufacturing; the fourth level of development is new materials, new energy and energy-saving and environmental protection industries.Finally, we put forward some suggestions for the development of strategic emerging industries in Tianjin. We should focus on integration and development of strategic emerging industries and traditional industries, accelerating the establishment of technological innovation system of strategic emerging industries, to strengthen research cooperation, strengthen scientific and technological innovation platform, strengthen key technologies research and development, and accelerate the transformation of scientific and technological achievements. We should increase the talent team construction of strategic emerging industries, accelerating the introduction and cultivation of talent and improving the talent introduction mechanism. We should improve the strategic emerging industry investment and financing system, strengthening government financial investment and expanding financing channels. We should introduce the strategic emerging industries cluster development and accelerate the construction for zones and parksof high-tech development, playing the leading role in promoting enterprise. We should strengthen the strategic emerging industry chain extension.
