In today?s China, Under the low transferring rates of scientific and technological achievements and talents, It is particularly important to accelerate the transferring process of China’s scientific and technological achievements into practical productive forces and to enhance the transferring capability scientific and technological talents? achievements. As the backbone of China?s talents group, young innovative scientists play a significant role for our country’s science and technology development and social progress. So it is the strategical task to cultivate the transferring capability of young innovative scientists? scientific and technological achievements.At present, scholars mainly focused on the research ability and innovation ability to build quality model and training mechanism in the study of innovative young scientists. They put more attention to evaluation index system of technology innovation and professional technological transforming capability, but few literature refers to training mechanism of young innovative scientists? achievements transferring ability. In order to study on this issue in depth, my thesis will define what is the transferring capability of young innovative scientists? scientific and technological achievements, analyze the elements of scientific and technological achievements transferring capability and the index system of its influence factors combining with membership, build scientific and technological achievements transferring training mechanism model and raise hypothesis according to the relevance between the elements and influence factors through literature analysis, in-depth interviews, policies and regulations study, questionnaires and other methods. The SEM will be applied in the process of hypothesis testing on the basis of the questionnaires? quality. The influence ways and extent of capability training influencing factors to ability is also tested in this paper. This thesis figures out the promotion of state, enterprise, society and individuals in the process of training the transferring capability of young innovative scientists? scientific and technological achievements, and comes up with the training mechanism optimization countermeasure: "to establish national policy supporting system, to optimize and improve enterprise supporting mechanism, to establish and optimize the social and cultural leading mechanism, and to improve the individual driving mechanism" according to the research conclusion at the perspective of system theory.Hypothesis testing will be applied in this paper to analyze the effect of the training of young innovative scientists? achievements transferring ability, and optimize training mechanism in the perspective of system theory.
