The Research Of Centralzed Treasury Payment System On Finance Operation Of University

The centralized treasury payment system(CTPs) in the University is an important part of the reform of the financial treasury payment system, which is an important measure to solve the problem of the current financial revenue and expenditure management in universities. In the course of carrying out the reform, because of the particularity of the university itself, the financial operation of the university has some problems, which will affect the efficiency of university financial operation. Therefore, based on the national centralized treasury payment system, we study university financial operation to explore suitable for suggestions and countermeasures by the analysis various problems in the financial operation of university. This study has very important practical significance to ensure the normal operation of the financial activities of universities.In this paper, we combine normative analysis and empirical case studies together and mainly adopt the data analysis method and the questionnaire method. First of all, we collect documents of financial operation in the HKD University by treasury centralized payment system. The finance operation in the HKD University will change by normative analysis of the macro perspective; Secondly, according to the results of the analysis to explore the cases of the financial operation of the HKD university by micro angle:(1) In the objective aspect, we analyze the overall financial situation and individual financial index using data analysis method, to evaluate the HKD University financial operation performance, which including financing ability, solvency ability, payment ability and budget execution ability;(2) In the subjective aspect, We design questionnaire according to the school finance staff different functions and contents and interview the financial department leadership and general staff.We analysis the impact on the financial operation of this school by centralized treasury payment system reform, which including the positive effects and problems. Next, we provides measures and suggestions for the future research on how to adapt to the centralized payment system in university.The main results of this paper as below:1. Based on the centralized treasury payment system reform, the universities financial operation has a great impact on four aspects:(1) reducing funding channel of university, significantly weakening the financing ability;(2) The debt paying ability and payment ability has been improved, reducing the financial risks of university;(3) strengthen the budget management of university;(4) payment process cumbersome, financial staff of universities exist some resentment.Based on the centralized treasury payment system reform, the universities financial operation still exist many problems, in order to ensure the normal operation of the financial operation of universities, the universities should to further improve the financial operation mode, broaden the financing channels, strengthen the budget management, perfect university financial payment system construction, improve the financial personnel’s thought and professional quality, so as to ensure universities financial operation running smoothly.
