| Xinjiang Production and Construction Corps is a special social organization of shouldering the glorious duty and historical mission of cultivating. For the Corps, the Corps farm is the carrier of the Corps, Agriculture is the foundation and advantages of the corps. In terms of the Corps the rate of agricultural mechanization, the contribution rate of agricultural science and technology progress and the rate of new water-saving irrigation are in the national leading level. Whether it is from the our country to ensure food security, or to fulfill the sacred mission Corps cultivating perspective,vigorously develop agriculture is very important. In recent years, combined with the Corps of special forms of social organization,the central government and the Corps levels based on the policies of state financial support for agriculture, innovate the Corps Fiscal Policies. By the budget management way of“comprehensive financial subsidy budget and local special”, increase substantially in financial "three rural" investment, establish and perfect the mechanism of the financial Funds steady growth, increase rural public services to support efforts to increase farmers’ income, achieve a healthy and rapid development of the agriculture economy of the Corps.Based on the theory of financial support for agriculture, and combined with the Corps of combined by the “Party,Government,Military,Enterprise” special forms of social organization,the paper studied and analysised the influence of the Corps Financial Funds on the development of the agricultural economy. The paper first made the definition of the Corps Financial Funds and the expenditure structure,and then put an overview of the financial funds-scale of the Xinjiang Production and Construction Corps, and described the situation of the Corps agricultural development from 2004 to 2012. By the method of the gray correlation analysis research the gray correlation degree of between the various impact factors and the Corps agricultural economic development, concluded that in the various factors of affecting the development of the agricultural economy in the Corps the financial support for agriculture has the maximum gray correlation, indicating that the financial support for agriculture has the biggest impact on the Corps agricultural economy. By the regression analysis and gray correlation analysis research the relationship between the scale and the structure and the Corps agricultural economic development. Research results: financial support for agriculture can effectively promote agricultural development, including forestry department for Technology Promotion spending impact on the economic development of the largest mission field of agriculture, followed by support for agriculture productive expenditure, agricultural infrastructure spending last fiscal price subsidy expenditures. And the amount of the funds allocated to each direction of financial support for agriculture did not match the contribution to the Corps agricultural development, and the financial funds for supporting agriculture on the expenditure distribution has certain optimization configuration.Through the study of the relations between the financial funds for agriculture and the Corps agricultural development,find the problems that exist in the distribution and use of the Corps Financial Funds for supporting agriculture. Give some reasonable suggestions of the study by the Corps Financial Funds problems and find a way for the healthy and rapid development of the mission field of the Corps agricultural economy. By the problem that the study found, the paper argues that the Corps should be more channels to raise funds for supporting agriculture,improving agriculture contribution rate; at the same time, highlight the focus of supporting agriculture, optimizing the investment structure; strengthen scientific and technological agriculture, farmers and workers to enhance science and technology training, in order to realize the healthy development of agriculture. |
