Research On The Investment Project Management Of Cixi Coastal Economic Development District

With the international and domestic situation changing dramatically in the past several years,development zones,once synonymous with industrial zones,have gradually transformed into multifunctional integrated zones as well as main platforms for local economic development and industrial transformation and upgrading. In Oct. 2014, the State Council issued Several Opinions on Promoting Transformation and Upgrading of National Economic and Technological Development Zones, which puts forward new requirements on development modes, industrial transformation and upgrading and investment promotion for development zones under the new situation. Governments at all levels, as the main force for investment promotion, should further enhance their promotion efficiency by means of stipulating forward-looking plans,making industrial orientations,attaining effective information,optimizing services etc. However, most industrial zones still follow the traditional investment promotion mode and seldom apply project management methods to the whole process of investment promotion, such as projects selection, projects access evaluation, commercial negotiation, follow-up service and post-project review. If project management methods can be effectively applied to the investment promotion practice, it will be helpful to increase the pertinence and success rate of projects.After reviewing the overseas and domestic economic development situation and based on the elaboration of project management research status both at home and abroad, history of development zones, development tendencies of investment promotion as well as relations between projects management and investment promotion, the thesis, for the first time, puts the idea of projects management into the investment promotion work in Cixi Coastal Economic Development District. Combining the investment environment, projects management status and problems existing in Cixi Coastal Economic Development District and adopting SWOT analysis, the thesis then dives deep into the advantages, disadvantages, opportunities and challenges in investment promotion work in Cixi Coastal Economic Development District, essentially finds out its weakness and bottleneck restriction factors and puts forward specific countermeasures. Finally, it creatively establishes a projects management system suitable for development zones and vividly proves the importance of projects management system in investment promotion process through a specific case analysis. Meanwhile, it is also expected that, through the thesis, more scholars and practitioners will push the research of investment promotion projects management system to a wider and deeper level and create more real value.
