In recent years, with the Rapid advance of urbanization,blind expansion of Urban construction land and A large number of high quality cultivated land was occupied,China’s farmland preservation has been faced with a very serious situation, there are various problems of traditional basic farmland protection. This paper took the Linchuan in Fuzhou as an example. Centered on agricultural land grading results, selected 7 indicators from three aspects including the quality of cultivated land, location and Connection degree of the cultivated land to permanent basic farmland demarcated evaluation system.By means of GIS analysis tools to handle each indicator, through the TOPSIS method to sort the basic farmland’s outcomes, and get the current basic farmland demarcated results analysis of linchuan fuzhou city and On this basis for the optimized adjustment.Hope for fuzhou city district authorities provide certain reference value when the next step of permanent basic farmland demarcated has beginning.The main conclusions are as follows:First, Whether it’s Before or after the basic farmland demarcated or After optimizing adjustment of permanent basic farmland, Their spatial distribution pattern Is basic same.It is roughly "assembled in the northeast and the middle, scattered in the northwestern and southern" from the number aspect, and in line with " higher in the northeast and the middle, lower in the northwest and southwest" in the spatial distribution pattern from the quality aspect;Second, Linchuan area of basic farmland demarcated by before have 55036.38 hm2.The best farmlands have 1682.36 hm2, optimum farmlands have 35806.22 hm2, They are mainly distributed in the northeast and central regions on linchuan fuzhou city.general arable lands have 16418.39hm2,The poor arable land have 779.4 hm2,They are mainly distributed in northwest and southwest on this area.The worst farmlands have 350.01 hm2.They are mainly distributed in the southeast region.The overall score is 68.6,This needs to be wait for improve the overall quality leve.Third,the changed of spatial distribution about each quality level that after optimization of basic farmland was slightly,but it was great about quantity.The area of Permanent Basic Farmland has been 55230.91 hm2,the area of best and better farmland has increased significantly which was 1826.43hm2,36273.07hm2,however, the area of general farmland has increased slightly that has been 16570.93hm2,and the area of poorer farmland has decreased significantly that has fell to 560.48hm2,the poorest has been drawn.The overall score was 69.42 which has large space to improve.Fourth,the area of Permanent Basic Farmland that after optimization is 55215.09 hm2.The area of best and better farmland has increased further that has been 1951.95 hm2 and 36759.63 hm2,However,the area of general and poorer farmland has decreased that has been 16163.87 hm2 and 339.64 hm2.The quality level has improved significantly that the overall score was 73.11.Fifth, After the adjustment before and after optimization of basic farmland has completed the target from higher authorities according to the basic farmland evaluation system.
