Based on the data of input elements in the output of cultivated land in Gansu Province from 2001-2013, adopting the income model improved by SPSS20.0- Lucas overflow model, and MA TLAB7.0 the analysis method of GM(1.1),this paper quantitatively analyzes the human capital sto ck of agricultural workers as well as its contribution rate to the output of cultivated land, meanwhi le,this paper scientifically predicts the output of cultivated land and the human capital stock of agri cultural workers in 2015-2020 in Gansu Province. After a long and careful study, this paper has dr awn the following conclusions:(1)This paper has defined the connotation of human capital of agricultural workers.(2) This paper has constructed a stock model for human capital of agricultural workers, and improved Lucas Spillover Model on the basis of analyzing both the output and input factors of land in Gansu Province.(3)From 2001 to 2014 in Gansu Province, on a whole, the human capital stock accumulation of agricultural workers has been taking on a growing trend,but there still exist some differences a mong different cities(states).Among them, the city of Dingxi,Longnan,Lingxia and Gannan sho w lo-wer human capital stock of agricultural workers,ie,20448.88 yuan(RMB),20259.98 yuan(RM B),21204.88 yuan(RMB)and 24000.50 yuan(RMB);while the city of Qingyang, Pingliang,Baiyi ng a-nd Tianshui have low human capital stock of agricultural workers, ie, 29442.35 yuan(RMB), 30242.56 yuan(RMB), 32049.56 yuan(RMB)and 31390.67 yuan(RMB);compared with the abo ve ci-ties, the city of Zhangye, Wuwei,Jinchang, Lanzhou and Jiuquan take up high human capi tal stock of agricultural workers, ie, 59747.53 yuan(RMB), 48572.50 yuan(RMB), 65546.34 yuan(RMB) 55312.94 yuan(RMB),and 81269.63 yuan(RMB);it must be mentioned here that the city of Jia-yuguan has the highest human capital stock accumulation of agricultural workers, around 109204.15 yuan(RMB).(4) The human capital stock accumulation of agricultural workers contributes greatly to the o utput of cultivated land. On account of different natural endowments of cultivated land and differe nt development of modern agriculture in different cities, there are some differences in the contribu tion rate of human capital stock accumulation of agricultural workers to the output of cultivated la nd. Among them, the city of Dingxi, Longnan,Lingxia and Gannan are low; Qingyang, Pingliang,Baiying and Tianshui lower; Zhangye, Wuwei,Jinchang, Lanzhou and Jiuquan high; the hig hest is Jiayuguan.(5) Scientifically predicting the output of cultivated land and the human capital stock of agric ultural workers in 2015-2020,this paper can easily reach the conclusion that the output profit of cu ltivated land is going to grow slowly in Baiying,Dingxi and Gannan;Pingliang,Qingyang,Longna n,Linxia more slowly; Zhangye, Wuwei,Jinchang, Lanzhou and Jiuquan fast; meantime, the cit y of J-iayuguan will enjoy a boom.(6) This paper has studied how much the human capital of agricultural workers, as an input factor, influences and contributes to the output of land. The result has been tested, that’s to say, the human capital of agricultural workers, as an input factor, influences and contributes to the output of land greatly and significantly. Therefore, my paper believes that it’s necessary and significant to build an investment system to increase human capital of agricultural workers to ensure the output of land, which guarantees the output of land and food safety in our country.
