Research On Ningbo Rural Planning Under The Context Of Urban And Rural Integration

With the accelerating progress of urbanization, rural planning is drawn more att ention from government as the premise and foundation of urban and rural integration development. However, as the lack of completed and systematic rural planning frame work and few understanding of traditional regional culture, there are issues that exist ing in the planning work and those issues are the key to rational and appropriate rural planning.This paper is organized as the follows. Firstly, it analyses the concept and meaning of urban and rural integration and rural planning to define the boundary of rural planning. It is analysed on the basis of public management theory and government governance theory,using theory and empirical analysis methodology and systematic analysis methodologies. Secondly, the significance of rural planning optimization to Ningbo development under the context of urban and rural integration is clearly illustrated. It reviews and summaries the progress of Ningbo urban and rural integration development and the trials with their respective achievement in the history. However, as the society develops, Ningbo witnesses various evolution in terms of population, rural development and industrial progress. Many city planning problems emerge as time goes by.Therefore, in this paper, related issues including low rural aggregation, insufficient radiating capacity, dispersal village distribution and lack of local cultural characteristics are deeply researched and explained by different reasons Meanwhile,in order to make clear compareison and illustrateion, urbanization experiences obtained from both international countries,such as UK, Korea and Japan,and national cities, such as Suzhou,Tianjin and Chengdu are analysed and compared with Ningbo cases. In the last,this paper puts forward five suggestions on the planning optimization of Ningbo village and town development:village and town spatial distribution optimization,urban capacity enhancement,rural aggregation promotion,village environment reconstruction and urban and rural infrastructure construction promotion.
