Economic value added(EVA) is a set of value management system suitable for the company’s performance evaluation and assessment, put forward by Stern Stewart Management Consulting Company in the United States in the 1980’s. The most fundamental characteristics of EVA is paying attention to the cost of capital, encouraging enterprises to value creation, increasing the service efficiency of funds, outstanding enterprises’ the main business contribution, considering both the ownership and operator’s benefit and win-win.In 2010, The State-Owned Assets Supervision and Administration Commission began to implement The Interim Measures for the Assessment of the Operational Performance of the Person in charge of Central Enterprises and appraise enterprise with the economic value added(EVA) index instead of the traditional return on capital employed(ROCE), and the weight of EVA set to 40%.In 2013, during appraising the person in charge of central enterprises of the fourth term,SASAC further increased EVA appraisal weight to 50%, reduced the total profit from 30% to 20%. Then, we can see that SASAC pays more attention from enterprise existing assets and profits to the quality and efficiency of assets. This is a major shift of SASAC to strengthen the central enterprise assessment from focusing the surface to the substance.At present, with the continuous expansion of the central enterprises, and the assessment of SASAC of EVA comprehensive advancement, posing challenges to the ability of enterprise operation and management personnel including the enterprise strategic objectives, investment decision-making, operation and management, budget control, performance evaluation, salary incentive, etc. Therefore, the enterprise financial personnel facing significant theoretical and practical issue is how to integrate EVA into the investment decision-making and operation management process, how to guide enterprises to pursue value maximization, how to further study of EVA in the process of enterprise management evaluation system and make full use of it.So this paper obtains from the EVA management theory, through empirical method, by introducing the performance evaluation of the status of Chinese enterprises and the necessity of the EVA model. The paper expounds the positive role in the state-owned enterprises to introduce EVA, for establishing a set of financial management model suitable for Jinmen Petrochemical Company to provide theoretical support, guiding the managers of enterprise management in-depth development diagnosis and analysis of the value of enterprise, putting forward the feasible solution measures and solutions, improving the enterprise management environment, promoting enterprise’s value creation ability.This paper was divided into five parts, including the key is to make financial value management enterprise reform, innovation, transformation of the mode of development of the thrust and the development of the enterprise for a long time "bonus”, through the analysis of Jinmen Petrochemical Company’s industry characteristics, enterprise development and the necessity of the financial management transformation, gripping the segment of needing attention of the transformation of enterprise financial management, taking financial value management strategy and implementation ways as the breakthrough point.
