In the AQI index monitoring report released by Ministry of Environmental Protection,Hebei province has become the heavy disaster area several times due to the environmental pollution.Iron and steel industry as the first pillar industry of Hebei Province,the typical development characterized by high energy consumption,high pollution,high emissions and low efficiency.The way to change the iron and steel industry development which is featured by " three high and one low" is indispensable to achieve energy saving and gain the emission reduction efficiency of Hebei province.From the perspective of a low-carbon economy,this paper based on the theory of low-carbon transformation,iron and steel industry restructuring and upgrading of industrial structure and combined with current development of the steel industry in Hebei Province.Besides,this paper points out the problem of the process in the low-carbon transition,such as the imbalance of energy structure, the irrational product structure,the backward in technology and equipment,high- strength carbon emissions and the serious excess capacity of production.Then using factor analysis and cluster analysis approach to measure and compare the traditional competitiveness and low-carbon competitiveness of iron and steel industry in Hebei province.In addition,from a quantitative point of view,this article proved that the iron and steel production in Hebei is well known by its quantity but not quality.In order to obtain the overall level of development of the iron and steel industry in Hebei Province,the paper constructs the evaluation model of " Entropy Method- Grey Relationship Analysis-TOPSIS" to conduct the empirical research about the association degree and closeness degree of the iron and steel industry.Then,we obtained the vertical level development of low-carbon iron and steel industry and gave the specific quantitative criteria.Through theoretical and empirical research,this paper obtained the following conclusions:(1) Clean energy investment ratio, carbon productivity,low carbon environmental protection investment,energy intensity and other factors impose the greatest influence on the transition of low-carbon iron and steel industry in Hebei.The low-carbon index above restricts the transformation and upgrading of the iron and steel industry in Hebei Province.(2) Though the results of analysis about association degree and closeness degree indicate that the trend of low-carbon development in Hebei iron and steel industry gradually improved each year,it is still under a middle stage of low-carbon development and far away from the ideal value of low-carbon economic development.So,we need to conduct the low-carbon transformation immediately.According to the conclusions of situation analysis and empirical research,then on the basis of the advanced transformation experience in domestic and foreign country about the iron and steel industry,this paper designs the overall path of low carbon transformation of iron and steel industry in Hebei province.The short term focuses on the reduction of total emissions and the long term is to change the development mode ultimately.This approach will realize the structural emission reduction targets.To achieve the goal of short-term and long-term transformation,the paper finally draws the transformation path of "low-carbon energy-carbon production-carbon management-carbon system innovation."...
