Shenzhou-X Manned Spaceship engineering program is a complicated and large system engineering, and has high input resistance, technological, systematic, one-off, high profitability, high risks and other unique characteristics. There are numerous risks which are difficult to be identified and assessed. Therefore, in order to reduce the failure rate of Shenzhou-X Manned Spaceship engineering program and loss of risks, we must be careful analysis and study the risks in the course of program and project risk management.Based on the analysis in the research status of project risk management and aerospace model engineering program, this paper summaried the traditional technology and methods of project risk identification and evaluation, background of Shenzhou-X Manned Spaceship engineering program project risk management and the existing problems and shortcomings at present. On this basis, this paper proposed the improvement of the aerospace model research project risk management system, mainly including risk identification, risk analysis and risk response. First, this paper proposed a three-dimensional risk identification model which based on the software project life cycle, work breakdown structure(WBS) and risk breakdown structure(RBS). The model made the risk identification process is more clear and could effectively reduce the risk loss caused by subjective identify. Second, the improved risk assessment code(RAC) was put forward to make risk analysis. RAC could effectively enhance the aerospace model engineering project risk controllability analysis and avoided occurrence of small probability, poor controll ability and greater loss risk. At last, in light the existing problems and shortcomings in our country’s aerospace model engineering project risk management space model and relied on the RBS decomposition of project risk, this paper came up with a series o f measures to deal with project risks from the technical risk, management risk and human risk. On the basis of the theory, this paper used the improved project risk management system to research our country’s A aerospace model engineering project risk identification, risk analysis and risk response as a case study. This paper found that the three-dimensional risk identification model which based on the software project life cycle, work breakdown structure(WBS) and risk breakdown structure(RBS) and improvement based on project life cycle, the work breakdown structure(WBS) and the improved risk assessment code(RAC) had achieved better results and had certain practical significance.
