A Preliminary Study On The Road Of County Urbanization In China

In recent years, urbanization has risen up to a strategic level in our construction of an all-round well-off society. Building a new urbanization with Chinese characteristics has become the major incentive to the rapid development of our future economy and society, especially the development of the urbanization in county regions has absorbed plenty of redundant labor in rural areas, which on one hand accelerates the urbanization progress, and on the other turns the urbanization development structure from agricultural to urban form. When the urbanization in county regions reaches into a rapid growth stage and finishes rapid expansion after accumulating a strong economic strength, it will come into a period for potential tapping and optimization, and that will be also the time when urban and industrial structures face significant changes.From the perspective of the localization of Marxism in China, the thesis first analyzed such social issues as the dramatic expansion of county regions, resource development and utilization, unconventional growth of the economy, unsound social guarantee and lagging social progress. On top of this, the thesis made a preliminary exploration about the operational theory, method and management measures, and finally proposed the corresponding suggestions to push the steady, rapid and coordinated development of urbanization under the guidance of new experience, views and strategies. The thesis is characterized by using the idea of Marxism localized in China to guide the urbanization building in China’s county regions, in hope to promote the urbanization building in other regions, realize the coordinated development of economy, ecological balance and social progress, and create a harmonious urban environment.At present, the economy is advancing at a quick pace in most of the county regions, while amidst the progressive development of the small towns, here also arise a series of problems like the increasing shortage of land resource, the low output efficiency of soil, serious damage of ecological environment, messy construction conditions in rural areas, low standards in infrastructure building, the immigration of the external population and the increasingly serious social problems. The problems have already turned the previous economic development mode to a barrier to its future growth.The thesis made a start from the theory and the significance of building a new type of urbanization and carried out a research on the recent urbanization building of Henan’s Gushi County. Gushi County, as a county directly under the administration of provincial government and municipal test unit, enjoys the same economic and social administration privileges with the provincial cities, having both universal and individual characteristics among the counties in the China’s central and western regions.The thesis has collected the first-hand data and the related materials based on the actual conditions of Gushi region where the researcher lives, and made a deep analysis on its urbanization development policy, development mode, its characteristic development route and the problems, in hope for a beneficial exploration for the urbanization building in our country.The thesis mainly overviewed the relation between the theory for new type urbanization building, the socialist road with Chinese characteristics and the building of an all-round well-off society. The thesis is a significant exploration about the theory and practice for CCP pushing the progress of new type urbanization building in our country, the guidance and road for new type urbanization development, its economic framework system, and the mechanism and system innovations. Based on the accomplishment and experience of Gushi County in urbanization building since the Fourth Plenary Session, the thesis concluded the significant movement of our Party had taken in new type urbanization building, analyzed the major problems and reasons in the process of urbanization development, and in combination with data, it thus analyzed the problems in the county before and after its urbanization building, such as low level and small scale of urbanization, low coverage rate and weak foresight in urban planning. In the end, the thesis proposed the strategies for comprehensively pushing the development of urbanization in county regions.
