The continuous worsening environmental problems have made energy saving and expenditure reduction in electric power industry more and more important. Usually, we treats power plant as emission source. This method is simple and clear but neglect power transmission process which making it hard for carbon emission calculation on power consumer side. This paper proposes carbon flow tracing model for consumer side carbon emission calculation. Based on that, we study green power market at power consumer side.Firstly, this paper builds carbon flow tracing model based on complex power flow tracing. An IEEE 57-bus system is used to check the precision of the tracing model, nodal carbon emission and carbon emission intensity can be acquired from the tracing model.This paper sets up a green power certificates distribution model based on the carbon emission intensity. The distribution model aim at carbon emission intensity minimum, distribution model reflect the principle of shared but differentiated responsibilities for energy saving and expenditure reduction on power consumer side. An IEEE 30-bus system is used to analysis the certificates distribution results.On DSM side, this paper proposes a low-carbon management method. Carbon emission intensity rating system on power consumer side and DSM based on carbon marginal emissions are put forward for emission cut. An IEEE 30-bus system is used to rate emission intensity and optimize the power consumption.At last, this paper uses the simplified Shanghai power system to realize low-carbon integrated management. Calculating carbon emission and carbon emission intensity on power consumer side. Distributing green power certificates, rating emission intensity and optimizing power consumption based on carbon flow tracing.
