Land is the important carrier of human social progress and economic development, cannot leave the land of human reproduction and social civilization. However, in recent years the rapid development of industrialization and urbanization progress faster and faster, the contradiction between population, resources and environment becomes more and more incompatible, the increasingly prominent contradiction between human and land. The establishment of Kashgar, dc, will inevitably cause a major change in the land use structure, therefore, such a case, it is necessary to optimize the city land resource configuration.The selection of a predominantly as empirical research area, land resource optimal allocation as the research object, from the present situation of land use, natural environmental conditions, social and economic development, etc., this paper analyzes on the factors of land use quantity, structure and layout of land use characteristics. The results show that the city of cultivated land protection situation is not optimistic, the growing population, cultivated land area is reducing year by year, more and more sharp contradiction between human and land. In rural and urban construction land expansion, sharply by the increased demand, is not reasonable and intensive land use degree is low. Based on the above problems to city land use structure optimization, reasonable configuration of land resources. Article using grey linear programming solution land resource optimal allocation model is set up, get high, medium and low three optimization scheme, then using the method of AHP(analytic hierarchy process) for evaluating and analyzing various schemes choose suitable follows the future social and economic development, ecological environment of the optimal solution.Finally it is concluded that the optimization of the scheme: in 2020 the city of cultivated land area of 14432.31 hectares,the garden has an area of 2295.74 hectares, the forest land area of 1800 hectares,other agricultural land area of 1800.14 hectares, town land area of 7102.23 hectares,rural residential area of 3950.87 hectares, industrial and mining land for construction land area of 6496.39 hectares, transportation,water conservancy area of 3145.08 hectares,other construction land area of 524.06 hectares,unused land area of 13464.08 hectares. Agricultural land, arable land area of the status quo, garden land, forest land area and other area of the status quo of farmland were increased; Construction land, in addition to other construction land area changed to other types of construction land area on the basis of the status quo are increased; Unused area is reduced. Optimization of land use structure is more suitable for construction of kashgar,dc, is conducive to into the speeding up of urbanization,can promote the sustainable utilization of city land resources.Finally,the optimal allocation of land resources put forward concrete measures and Suggestions,summarizes the main results of the research, discuss the problems and prospects.
