The production and consumption of energy have both positive and negative effects although it plays a very important role in the development of economy. It is necessary to make a comprehensive judgment on both the two sides to accomplish sustainable development and protect the environment. The lion’s share of energy consumption in the world is dominated by electricity. All kinds of electricity generation, as coal-fire power, hydroelectricity, nuclear power, wind power and solar energy, will bring negative effects to the environment and the public in construction, mining, conveyance, electricity generation and distribution. Current accounting method of electricity pricing includes only the internal cost as construction, financial, fuel without the external cost, and it is unfavourable to clean energy as hydroelectricity, nuclear power, wind power and solar energy with low external cost and high internal cost. When we compare the cost of different kind of electricity generation, it is necessary to include both the internal cost and external cost of all the period as construction, mining, conveyance, electricity generation and distribution.Refer to the theory of green-GDP, the author tries to account the total cost of different kind of electricity generation include both the internal cost and external cost. On the base of technical analysis, the author confirm all the factors that should be included in the external cost, and account the total cost which was called the green price of electricity. All the green price of different kind of electricity generation was compared to find the best plan of electricity supply. Also the author criticizes the current clean energy policy and proposes some suggestion to improve the development of clean energy.
