Research On Farmers’ Will And Influencing Factors Of The Transference Of Farmland Contracted Management Right In Qing Dao

Land is the fundamental carrier of developing rural economy. With the rapid promotion of new-type industrialization, new-type urbanization and the innovation of agricultural production techniques, a large number of rural surplus labor are transferring from rural to town, leading to the abandonment of rural land, and the waste of land resources. So it is necessary to improve the efficiency of land use in rural areas by means of transferring contractual operation right of rural land.Based on the previous research and combined with related theories, this paper provides theoretical analyzing of the impact factors of rural land transference. Under the guidance of preliminary theoretical study, the author did questionnaires, selecting some areas to conduct field research in Qingdao. The author also organizes related person to have an informal seminars, and gets on household survey, analyzes the current situation and problem of transference of rural land contract and operation right. The author collects the data from the returned questionnaires, establishes the Binary Logistic models of land inflows and land outflow, and concludes the influencing factors of transference of rural land by using the SPSS 19.0 statistical software. The conclusion shows that some variables which have a impact on the land inflows and land outflow models such as farmers’career, the total farm household income, the economic significance of land to elders. In addition to the three variables above, non-farm payrolls number variable only has impacts on the land inflows model, and total household population, the proportion of non-farm household income,procedures for land transfer time, land transfer market construction, land transfer agreement form, village on the land transfer support, those have important influences on the land outflow model.Based on the conclusion above and combined with the actual situation of rural land transference in Qingdao, the author puts forward some policy recommendations to accelerate the transference of rural land in Qingdao. Firstly, government should vigorously push forward the urbanization construction, takes full advantage of small towns to absorb the agricultural population transference, accelerates the transformation of farmers’professional identity. Secondly, it’s the high time to vigorously develop secondary and tertiary industries in rural areas to broaden the farmers’income channels. Thirdly, government should strengthen the protection of rural areas and improve people’s livelihood efforts, alleviates worries after transferring rural land. Fourthly, some land transfer markets for the majority of farmers should be constructed, and their due role should be exerted especially. Fifthly, some government departments ought to enhance the execution of laws and regulations, and improve efficiency of carrying on formalities about rural land transference. Sixthly, government should vigorously support and urge village committees to impel land transfer work, and provide policy and material security for them.
