As early as in 1998,China carried out the reform of real estate system.China’s real estate has become a pillar industry of national economy and great contributions to the rapid development of the national economy.However, our country’s commercial housing prices far exceeded the normal level of the residents’ purchasing power. Although the government has introduced a variety of macro-control policies to stabilize housing prices, but it has little effect. The local government land financial behavior is an important reason leading to the high price of real estate. According to the current situation of China’s real estate development, the paper analyzes the internal mechanism of the land finance push up prices through theoretical analysis and empirical inspection. Put forward policy recommendations to promote the transformation of land finance and the healthy development of real estate.Firstly, the paper discriminates concepts related to land finance and real estate, puts forward the theoretical basis of the article, analyses the current situation of China’s real estate market development and the existing problems. Secondly, through the research of characteristics、structure、scale of land finance, the paper analyzes the causes of land finance, and the analyze the mechanism that land finance push housing price higher. On the basis of theoretical analysis, according to the relevant data of 2001 to 2013,the paper make the empirical test, get the result that land finance play a decisive role on housing prices. Finally, put forward policy recommendations to promote the transformation of land finance and the healthy development of real estate.Reform the fiscal and taxation system. Optimist personnel assessment system to achieve incentive compatibility. Reform the land revenue system. Standardizing the financing behavior of land financing platform. Strengthen the construction of low rent housing, improve the housing security system.
