Practical Research For China Local Socialist Transformation Of Capitalist Industry And Commerce

Socialist Reformation of Capitalist Industry and Commerce is one of the widest and most infulential social reforms throughout the history of both Communist Party of China and People Republic of China. The Reformation of Capitalist Industry and Commerce starting from 1953 managed to achieve national peaceful transition from capitalist private ownership to socialist public ownership. The Reformation itself has its groundbreakingness because the CPC managed to achieve Lenin’s conception under barely intact theoretical system in a under-development social namely China, which is transition from state capitalism to socialism. The Reformation is a great achievement, although undeniable deviations and issues.As lacking of sysmatical therotical guide and ready experience, the Party Central Committee had to make it up as it went along. Capitalist Reform practice at local level was under the guideline of policy of the Party Central Committee, and it also acts as reference for the Party Central Committee in turn. By sourting out the development pattern of SRCIC Policy issued by the Party Central Committee, we can see during the SRCIC, the Party Central Committee regularly pointed out various problems as the local governments implemented it, such as blind expansion of reform objects range, swinging position and attitude toward capitalist and failing to correctly treat and learn capitalists’ proper business. All these problems persisted until after the SRCIC was done. As a result, the reason of these deviations cannot solely be overspeeding SRCIC, as has been defined by some research. It is a general, superficial and formalized conclusion.By analyzing the files and orders of Party Central Committee and the historical files of Leshan, we restored the processing of the Socialist Reformation of Capitalist in Leshan. And we observed the developing, accelerating and completing processing in the reformation. The planning and progressing of Leshan’s SRCIC was basically under guideline of the Party Central Committee and the State Department, but some issues which had been put forward by Party Central Committee have not been corrected until the Reformation was basically completed. By analyzing the progressing of SRCIC of Leshan, we can find out three reasons why these problems had not been effectively corrected: first, the local governmen t failed to completely understand the principle and essence of the Party Central Committee; second, local leaders failed to understand the willingness of the Party Central Committee; third, inpatience and swinging attitude of local cadre during SRCIC. All of the reasons mentioned above worsened as deadline tightened, which lead to simple, rude or even rude resolution.
