Healthy development of one industry should be adapt to the times development, as well as meet the needs of modernization development. With the low-carbon economy development model respected by the international community, it has become an inevitable choice for social development. Low-carbon structural transformation become to a key step to adjust and upgrade the formal structure of industry. Industry plays a leading role in the national economy, industrial activities is a major force to achieve innovation activities, but it is also the main factor causing high carbon emissions. This article put the industry as a research object in the analyzing formation and evolution process of industrial low-carbon innovation system has an significant effect on the times.Industry can promote and enhance economic growth make the solid leading position in developing countries in the next 20 years, on the high-carbon promote economic growth process, base on the background of the times, we need to choose a optimize way to make high-carbon to low-carbon industries. "low-carbon innovation system", this integrated concept is inseparable from preliminary research industrial innovation system and the times background of low-carbon economic and social development trend. This article attempts to start from the way make these industries from high-carbon to low-carbon, provide an innovative and evolution views, combined with modern low-carbon coal chemical industry research method, to analyze the evolutionary mechanism make high-carbon to low-carbon;For the efficiency of the system, this article attempts to make a efficiency evaluation use the low-carbon policy, low-carbon technologies, five high-carbon industry closely related to economic development and twelve specific industries as the research object, analyze how to innovative and develop high-carbon industries in the low-carbon background.This article is divided into six chapters, the first three chapters by integrating the former views, organize existing knowledge system, proposed the concept of low carbon industrial innovation system, analyze the forming progress and structural framework. The fourth chapter is emphasis chapter of this article, analysis evolutionary mechanisms of low-carbon innovation system, and make empirical analysis on coal chemical industry, explore the evolution ways of low-carbon industry. Fifth chapter use data envelopment analysis (DEA) model to evaluate the efficient operation of low-carbon industry innovation system.
