Research On Moral Hazard And Precaution Of The New Rural Cooperative Medical System In China

The New Rural Cooperative Medical System(NRCMS)is a basic rural medical security system that resolves the immediate demand for the majority of farmers in China.Under the background of constructing new socialist countryside actively; NRCMS plays a crucial role in solving the problem of being into poverty by illness; which faced by rural residents.By the end of 2013; the nationwide rate of NRCMS has achieved 98.7%; which proves that the acceptance of the system is at a higher level for farmers.At present; NRCMS has become the best choice for China’s rural people to seek medical advice from doctor.But with the popularity of the system; the moral hazard caused by the main body of NRCMS has appeared in the actual development.The presence of moral hazard affects the farmers’vital interests directly; threatens the safety of new rural cooperative medical funds; restricts the policy effectiveness of NRCMS.Thus; a thorough research on this problem is quite necessary to guarantee the sustainable development of the system.This paper aims to analysis the moral hazard of NRCMS from the theoretical research and investigation; taking designated medical institutions; participating farmers and local government as analysis object; giving an analysis through the buyer type and the supplier type; applying the game theory to research information; enhancing the scientificity and applicability of the conclusion.Firstly; the paper classifies the literature on the moral hazard of NRCMS; which provides theoretical and research ideas for the paper.Secondly; this article elaborates the related notion of NRCMS and moral hazard; and classifies the influence of the moral risk into the supplier and the buyer; establishing the research idea of this article.Thirdly; based on the game theory model; this paper introduces the parties involved in the moral hazard game analysis.It is concluded that the generation mechanism of moral hazard by discussing designated medical institutions; participating farmers and local government; which lay a solid foundation for those proposals afterwards.In addition; this article researches specific investigation data of X county; Henan Province; collating the data of fund collection; fund and beneficial owner; NRCMS level medical institutions and the compensation scope.At last; this article gives suggestion to guard against moral hazard on the basis of full analysis; including appraising the credit degree of designated medical institutions; cost sharing insurance system and so on.This paper reflects the authenticity of the survey data and the comprehensiveness of the country data on the research methods and data acquisition.This paper argues that in order to prevent the occurrence of moral hazard in NRCMS; it is necessary to establish the related system of statistics as the indicators to reflect the moral hazard.This paper analysis the research data from the view of the game theory on the basis of field investigation. Research conclusion of this paper is with more practicality; which may has a some reference value for the next development in NRCMS.
