Fujian free trade zone will be set up, this is a releasing sign of national policy, and a great opportunity for Xiamen to construct of offshore financial center.Therefore, this article based on the center of the offshore financial development theory, comparing to the formation and development of international typical offshore financial centers, and referencing their experience.Then combined with the basis of setting up offshore financial center in xiamen, use the empirical to analyze the factors influencing construction of offshore financial center in xiamen. Finally,to discuss the restrictions of Xiamen development offshore financial center, suggest the development model of Xiamen offshore financial center, and give some relevant countermeasures.
