Our industry has entered into a structural adjustment, transformation, upgrading and innovation-driven stage, in the process of evolution, technological factors’ support has become a core essential element. There are numerous military project research institutes with abundant technical resources in our country, but how to promote the transfer of military technologies to civilian industries, make it combining with industrial and economic development, and then make them become the capital of military units and industry is an important topic worthy of further study.The author works in the Technology Transfer Center of Chinese Academy of Engineering Physics(abbreviated as: CAEP), in practical work, I deeply feel that dual-use technology transfer plays a pivotal role in the national economy development, especially, as a high-level research institute in the country, CAEP is more amenable and responsible to promote the development of dual-use technology transfer.First of all, the paper described the current situation of technology transfer business of military units, put forward the current problems of dual-use technology transfer modes, and then made depth analysis on the dual-use technology transfer work of CAEP. After summarizing and elaborating CPRA’s basis and development of dual-use technology transfers. Then the core of this study: the use of parallel innovative model, thus I obtained the solving ideas and countermeasures. Finally, using the research achievement of this thesis, I perform function evaluation of the model at the macro and micro level to accelerate the transfer and industrialization of dual-use technology.
