Research On The Route Of Balancing Urban And Rural Development In The City Guangyuan

Guangyuan is a special poverty-stricken city in Sichuan province, integration of mountainous areas around the Sichuan basin, old revolutionary areas, patches of poor areas and severely afflicted areas of the 5.12 earthquake. Lagging behind of the economic development, low rates of industrialization and urbanization, the obvious urban-rural dual structure, the contradictions in regional differences and the imbalanced development between urban and rural areas have become the important factors restricting the sustained and coordinated development of Guangyuan. Under the background of in-depth implementation of balancing urban and rural development strategy, Guangyuan, though at the initial stage of industrialization, also began its own way to explore the development of urban and rural areas as a whole. Especially in 2007, after being chosen as the pilot city in Sichuan province of overall development of urban and rural areas and comprehensive reform, Guangyuan, becoming more bold in exploration and practice, has been taking many innovative measures, gradually formed a unique train of thought about balancing urban and rural development, and has obtained the remarkable effectiveness. Thus, Guangyuan has become an example of promoting overall development of urban and rural areas as a whole in the western impoverished mountainous areas. Therefore, the study of overall planning for urban-rural development path in Guangyuan, is of great practical significance to speed up the development of Guangyuan. At the same time it also has a reference value for the western impoverished mountainous areas and even the national impoverished mountainous areas to promote urban and rural development as a whole.Choosing Guangyuan as an example, this paper firstly introduces the domestic and foreign theoretical foundation of the Coordination of urban and rural, and elaborates the study trends of related theories both at home and abroad to reveal the scientific connotation of the overall development of urban and rural areas. Then the paper will deeply analyze the characteristics of economic and social development at the beginning of implementation of the overall development strategy. This will reveal the realistic contradictions faced by the overall development of urban and rural areas in Guangyuan. Thus the paper will go further to study the evolutionary course of overall development in Guangyuan, compare and analyze the characteristics’ of different stages, summarize the practical exploration of the “Guangyuan model”, and reveal the basic connotation and the essential characteristics of the “Guangyuan model”. And based on these contents, the paper will further analyze the difficulties and problems faced in the promoting of overall development in Guangyuan. Finally, the balanced urban and rural development according to special industrial zones construction is put forward. The capacity of radiation should be enhanced by urban space layout on the basis of “one main,two pieces,and many points”.Besides, deepening the supporting system reform depends on stimulating he vitality of urban and rural development. Improving the leadership of urban-rural integration, work promoting and the capital investment system are also proposed. Meanwhile, fully exert farmers’ countermeasure main body function on the overall urban and rural development. They will serve as a reference for Guangyuan’s further overall development.
