Research On New Service Industry Statistical Investigation System And The Added Value Accounting

New service industry, a vigorous and potential new star in service industry, answers the call of China strategy of sustainable development for its lower resource demand and environmental damage. To reduce business cost and improve the market competitiveness, efficient technical support and good personnel size are adopted. The operation process of new industry model can drive much more industries growth. In a world, new service industry is the compass for service industry development, thus the focus of this paper is how to use effective data to measure the high speed development of new service industry.First, this paper describes new service industry statistic scope, chooses three areas as the representatives that show the low,medium and high service industry level, analyses new service industry statistic classification. Combined with the research of China and abroad and the actuality of China service industry, the aim and principles of new industry classification should be drafted, new service industry should be divided according to its maturity development and specialty.Second,this paper analyses some problems in the process of new service industry investigation,such as "a set table" problem, industry cross-cut problem, sample return and sampling frame update problems. According to the nature of new service industry, making good sampling surveys and model projections can improve new service industry statistical investigation system.This paper researches added value accounting innovation based on classification and investigation of new service industry. According to the national economy industry classification in 2011, this paper simple analysis the substantiation of constant price accounting in fifteen service industries. In terms of service industry business nature and industries merging complexity degree, new service industries are classified. As for the new service industries which direct getting data, China’s present stage current price added value and constant price added value are continued to follow; as for those new service industries which indirect getting data, new service industry accounting adopt model projections idea to systematically explain. At last, this paper will describe mathematical method, gray relative analysis method and partial least squares based on indirect getting data of new service industry added value model. Taking real estate added value accounting as an example, this paper points a lot of factors which limit service added value accounting in the process of real estate added value accounting. Taking model projections of cultural industry added value as an example, this paper explores whether or not the method of model projections works for cultural industry, and then carry out this method in all kinds of new service industries. The point is using gray correlation method, eliminating indicators which are not related to cultural industry, adopting PLS Model to build calculation model.The last, the suggestions of new service industry added value accounting. As for the new service industries which direct getting data, the point is basic data acquisition in the process of statistical investigation; as for those new service industries which indirect getting data, the suggestion of added value should be given on indicator selection, data cycle thinning and quantitative method selection.
