The construction of the central plains economic zone for the development of Henan province has brought the infinite vitality, the Zhengzhou-Kaifeng integration puts forward new challenges to the development of Kaifeng. In such a social economic rapid development era, we have to seek a new breakthrough in the development of the traditional mode —— not only ensure the rapid development of economy and does not threaten the cultivated land protection. Kaifeng must realize the regional coordinated development of population and land and the sustainable development of the society, the raising of the people linked to land policy provide a large possibility for it. In recent years, Kaifeng try to construct the historical and cultural city, but the rapid development of the city has brought great trouble for the regional balance development of the whole town in the traditional development mode. In the process of rapid development of urbanization, the expansion of the urban population, urban limited construction land and rural extensive development hinder the process of urbanization in a certain extent. The production of these problems suggests that urban development needs a new creative pattern of land management. The implementation of people linked to land policy promote the balance between urban and rural development, laid the foundation for the optimization of land use and sustainable development of urban and rural land, provides the basis for the purpose of enhancing the land use control system.This thesis based on the land use spatial optimization theory, the system optimization theory, land ecological optimization theory, intensive saving theory and use control theory takes Kaifeng city the study area, then aims at the specific model and direction of the people linked to land policy and has an in-depth analysis to it. This thesis divides Kaifeng into six regions, which are Kaifeng municipal district(including Longting Zone, Shunhehuizu Zone, Gulou Zone, Yuwangtai Zone and Jinming Zone),QI County, Tongxu County, Weishi County, Kaifeng County(Xiangfu Zone), Lankao County. In research on people linked to land planning, it combines the actual conditions of the local urbanization process speed and direction of land use on the basis of population prediction, reuses capita standard fixed quantitative prediction models quantitatively predict the number and layout of urban land and uses entropy evaluation method to modify theoretical potential of rural residential areas, and then puts forward the index and layout of local construction land, puts forward concrete proposals to achieve scientific development and implement the people linked to land.This thesis takes Kaifeng city as the example and gets the following several conclusions:(1) With the rapid development of the regional and the urbanization, the demand for construction land is still on the rise. Predicted in 2020, Kaifeng will have a total population of 5,937,846 people, new urban is 1,236,654, and reduced rural is 645,826. This increased urban population is more than the reduced rural population. In the process of urbanization, urban development rises constantly demand for construction land, requires the use of agricultural settlements rearrangement to make the appropriate adjustment in order to achieve the structure optimization of regional development and the sustainable development land use, so it is particularly important to rational planning and organizing of rural residential areas.(2) Focusing on the sustainability of regional development is conducive to the development of agricultural settlements theoretical potential. The new urban construction land of the city is 8036.32 hectares in 2020; The theoretical vacate potential of the agricultural settlements is 47,356.99 hectares, but the real vacate potential of the agricultural settlements is 7474.76 hectares; The correction factor of them is between 0.126 ~ 0.267. The data suggests that the arrangement of Kaifeng rural residential areas is difficult. Lack of reasonable planning of rural development, agricultural land ownership is not legitimate circulation as well as the shortage of funds in the construction of new countryside is likely to increase the difficulty of rural residential areas. Only by establishing a fair, just, reasonable land trading platform, conducting effective allocation and supervision for the circulation between urban and rural land resources, ensuring the legal transfer of land resources, guaranteeing the money of land resources circulation to use on the new rural construction, we can realize the sustainable utilization of resources and promote the synchronous development of urban and rural areas.(3) The reasonable planning of urban and rural areas arrangement is contribute to the development of the regional coordination. From the real potential of rural areas arrangement, all the countries of Kaifeng are in the condition of insufficient, but rural potential is larger from the point of theoretical potential. As a result, the reasonable planning and layout of rural areas provide the necessary foundation for realizing the use optimization between urban and rural land resources, provide power for urban and rural development, and thus increase the coordination of regional development, promote the development of Zhengzhou-Kaifeng integration, speed up the construction of the central plains economic zone.
