Climate change is an issue of human survival, while human development is facing an energy crisis, carbon dioxide emissions is not only the international needs, but also to maintain our sense of energy security, to achieve the necessary choice for sustainable development. Our total 2014 carbon dioxide emissions beyond Europe, the global carbon Planning Organization data show that China’s emissions accounted for 29% of total global carbon emissions, becoming the largest carbon emitters, China’s carbon dioxide emissions increasing external pressure, China is in a critical period of economic transition, the focus on economic growth, it should develop a low-carbon economy and promote a more healthy development of China’s economy to achieve GDP growth of quality, reduce energy consumption per unit of output, So our government is necessary to take effective measures to reduce emissions of carbon dioxide.Carbon tax as a direct impact of energy prices in the market means saving, easy to operate, saving effect is obvious, the international community, more and more countries will be a carbon tax as a reduction policies. On the basis of international experience on the domestic scholars carbon tax policy on China’s implementation of a series of studies, research shows that a carbon tax is feasible for China to achieve energy saving policy, but due to inter-regional level of economic development, industrial structure and differences in resource endowments, the carbon tax policy will have a different impact on each region, thereby increasing the imbalance in China’s regional economic development, so China should set up regional differences in the carbon tax policy based on the actual situation in the regions.Based on the carbon emissions of our 29 provinces and cities will be divided into three areas:high carbon emission zone, the area of carbon emissions, carbon emissions district, and in accordance with the optimal carbon tax, carbon tax theory and optimal settings for each model optimal carbon tax area, the results were as follows:60 yuan/ton,33.5 yuan/ton and 14.3 yuan/ton. On this basis, the use of panel data model differences between different regions of the economic effects of a carbon tax policy empirical analysis. Conclusions show:According to the regional differences in the Settings area of the optimal carbon tax, the implementation of a carbon tax policy differences, not only can receive good energy saving effect, and can eliminate the carbon tax policy exacerbates the impact of unbalanced regional development, the development of China’s carbon differences tax policy to provide theoretical and empirical reference.
