Sustainable development of human society is seriously threatened under the rapid warming trend in global climate. From the government level,the current environmental degradation brought by high-carbon management is related to the fundamental issues of human and social development.The implementation of low-carbon management innovation is the moral high ground that government must occupy. From the enterprise level, Low-carbon management can not only help enterprises to change the production model of operation, but also to enable businesses to save the production cost, improve economic performance, and enhance the competitiveness of enterprises. Because there is no low carbon mature management model could learn from, low carbon management practices of government and enterprises sink into puzzle and dilemma.How to make the government and enterprise to construct low carbon management model in the interactive cooperation, find the government and enterprises in the carbon management requirements of a collaborative operational framework is the subject of this paper.In theory research,firstly,the paper generalizes research achievements about low-carbon,co-evo lution and driving factors;secondly, constructs the synergy and evolution mechanism of low-carbon management of government and enterprises from exploring its driving factors.Synergy mechanism includes motivation,process and profit distribution these three aspects; evolution mechanism include the Muti-direction causality relationship and the transformation of relationship between government and enterprises these two aspects.In empirical research, using evolutionary game analysis tool to study cooperation mechanism between bounded rationality government and enterprises in the long-term low-carbon management process,Firstly,cost and income mechanisms are analyzed;then,supervision and punishment mechanism is explored.The results show that:The probability for government and enterprise cooperate to implement carbon management in cost sharing and revenue sharing mechanism positively associated with excess return and additional revenue, and negatively associated with the total R&D cost and benefit of betrayal.There is an optimal distribution coefficient of excess return,which makes the possibility of collaboration between government and enterprises maximum.Meanwhile,the impact on the system of cost-sharing coefficient is related with the income distribution coefficient.Under the supervision and punishment mechanism,different degrees of punishment will make the system move toward stability on different evolutionary path.
