The military enterprise in the article is a large state-owned military enterprise with a history of nearly 70 years, and devote to the development and production of weapon equipment and after-sale service, which has an important position in China’s airborne weapon equipment. The enterprise not only developed a lot of advanced products, accumulated a solid technical strength and core technology, but also cultivate a large number of outstanding talents.With the issue of official documents (2010) 37, market competition mechanism was introduced in the purchase of national defense equipment, the original R & D system could not adapt to the new environment, and the discordant appeared in many areas, such as the organizational structure, research content, schedule, quality, cost, personnel communication, and the overall management, which lead to low efficiency, unstable quality,tardiness, overspending, etc. Since 2008, the enterprise introduced project management method and replenished the original R & D system according to the characteristics of project A, and the better results have been achieved. The enterprise summarized the management experience and improved the ability of project fund management a lot.The article takes the project A management in the enterprise as an example, focus on the whole process management R&D funds, in order to provide a reference for other enterprises’ development projects.
