Research On The Application Of PFI Mode For LPS Smart City Project

At present, China has completely entered the stage of urbanization reform. Some problems such as the heavy transformation of Urban economies, severe damage of the urban ecology, uncultured infrastructure of the city communities and the growing urban population have been coming up quickly. Following the old routine by using out dated technologies or management can no longer solve the evolving problems satisfactorily. Nowadays, there have been significant technological breakthroughs in the Internet of Things, cloud computing and other new generation of information technology. These new generation technologies provide a brand new solution, The Construction of The Intelligent City, for all kinds of problems found in the urban reform. How to build the intelligent city has become the core subject of the current city construction research. The FD Group reads the needs of the development of the society, defines itself as an "Intelligent city practitioner" in the market, cooperates with the government proactively, and provides the entire value chain services from top-level design, IT infrastructure, systems and data center set-up, application software development to business process outsourcing (BPO) and the data operation. This paper is a study of LPS project in FD group. By integrating the construction of the LPS intelligent city project and PFI model, this paper provides a new method of cooperation for the construction of the intelligent city.Finding the right business model for the construction of the intelligent city helps to drive stakeholders such as the relevant research institutions, individuals or private sectors to participate more actively while the construction of the intelligent city is a comprehensive and systematic project that requires a wide range of participants. Therefore, we need to study, summarize, and find out what kind of cooperation model is the more suitable one for the construction of the intelligent from the book as well as at work. This paper introduces the background and value of the subject, elaborates on the current status of the research of the intelligent city and PFI model, the mentality of research and major contents, and expand to the concepts and features of the PFI model and intelligent city and the framework design of the integration of the PFI model and the intelligent city. Secondly, this paper provides a content and index system design for the LPS intelligent city project as well as to try to design for PFI construction model in LPS project. Finally, this paper provides safeguards regarding the implementation of the project.
