| Labor Dispatching developed in China at the end of80’s that is playing a significant role to limit the MCC. Although it is influence the labor market and relative industry with its potential advantages in the last30years, the research of it including three advantages and three disadvantages:Low Labor Cost, Flexible employment and Risk aversion which are all for hiring company; and the disadvantages:Difficulty for same work, Dismission Risk and Labor Disputes which are all for the dispatching employee. If the real reason for it development is to pass the risk to the employee from hiring company, this mode of employment should be forbidden with the useless of the law modified.Based on the history background, this analysis point out that the original reason of this employment mode in our country and developed countries are totally different, which lead the development directions of this mode are different in different area. The international law are for protect the labor with increase the profit, but in our country, we still to limit this mode by published and modified the law.Labor dispatching as a method to impact the employment market. Country or Government should refer the relative experience, operational methods of the developed countries to seek an improvement way to balance the profit of these three parties.ARSI Company, as an example, in this paper is to represent the typical company with this employment mode. Reason of this example for firstly, this company was found in17th century and has the experience of this mode in US. And it is also the first batch company entered in China Market in the end of80’s which had been experienced the different periods of labor dispatching in China.With the brief introduction of this company’s origin, development, culture and value, and the human resource management structure and team building, analyze the characters of the labor dispatching in this company. Based on the employee’s feedback (including regular and dispatching employee) to analysis the management advantages of ARSI on labor dispatching which could prove the new law is helpful for this employee mode.The purpose of this paper is to show the positive attitude to labor dispatching. Hope our government to encourage this employment mode and SOE could be got some useful advice from ARIS. And also give some advice to ARSI to promote their management of dispatching employee.But we also should be pay attention to this employment way with the age of labor is younger and younger, lots of young man prefer this mode than the regular way because this mode is flexible and could get different experience in different companies without retirement risk. So government should find a good way to balance these two problems. |
