Nowadays, the contact of the world economy is increasingly close; the intellectualproperty has become an important support for technology development gradually. As animportant intellectual property system, the patent system has become increasinglyprominent of the international industrial layout, valued gradually by more countries andregions. At present, most studies have focused on domestic patents, and a universalunderstanding has been formed. However, the importance of external patent applicationwas ignored, resulting out that our companies face the inevitable obstacles constantly inthe process of opening up overseas markets. So, the external patent applications couldguide the Chinese economic development, and the analysis of restriction factors iscritical to improve the Chinese external patent output.The qualitative analysis of restriction factors of Chinese external patent output wascarried out from three aspects, i.e. internal factors, external factors and resource factors.Results revealed that the cost to application the external patent was very high, and theprotect consciousness of patent after authorization, and lack of professional agenciesand personnel. Then quantitative analysis was carried out taking the patent output inEurope counties for example, and the restriction factors were analyzed from nation andregional levels. In the quantitative analysis, the relative statistical data of patent outputand restriction as well as the statistical model were used as the supported argument, andempirical analysis were done through dynamic panel methodology for both nation andregion. The study found that in eastern region, the economy is developed, thetechnology is advanced, and the input for R&D is high, but the sustainable input didn’timprove the external patent output. In central and western regions, R&D inputobviously improved the external patent output, government support is very limited, butthat does not mean the government can ignore the policy and financial support forpatent output. Significant positive correlation was achieved among R&D input,economic development and the opening lever in northeast region. Finally, according tothe results of quantitative and qualitative analysis, reasonable advises andcountermeasures were given out to improve the external patent output according to theresults of qualitative and quantitative analysis. |
