In the last decades, the fast-speed process of urbanization generates a large group of floating population in current China. They are working in various sectors of urban economy, playing an important role in China’s economic and social development. Housing arrangement is the most fundamental aspect of human sheltering and it is the basic material needs to be met for the migrant workers. This condition reflects the residential right they owned and it also influence on the sense of social integration. Since their income is generally low and they are usually not included in the urban household registration system, their situation of accommodation is generally very poor. They often live on the fringes of the city and stay out of the protection by the social housing programs. With the housing problems of the migrant workers become severe, how to protect the residential rights of those migrant workers appear to be a serious policy issue.In order to conduct this research, I made some surveys through visiting different urban villages, the company dormitories, and the social housing programs, which relate to the agents of local communities and government agencies in Hangzhou city. With the observations and interviews made by the authors on the situation of migrant workers and housing management in Hangzhou city, the study describes the living status and problems of the migrant workers with different residential arrangements. On this basis, the author discusses different ways of housing security issues and the social management, in reference to the roles of social actors including community, corporate and government. The study will explore the inner link between housing management and social integration from three dimension, such as individual mentality, social participation and security policy, and on this basis, to evaluate the housing management’s integration effect.
