As annual hot issue in 2014, haze is far more attractive. Regulation of haze has incurred a massive debate. The energy structure of priority to with fossil energy and complementary clean energy is the reason behind this. Fundamentally, there is a necessity to change the structure of energy consumption, expand the range of renewable energy and reduce fossil energy dependence.To all of power grid, installed capacity of Inner Mongolia possessing large wind energy and solar energy, rank the first. However, issues like conflict between "wind" power and brownouts contradictions increasingly stand out, unstable wind distribution, intermittent wind resources, bring fan power output variation, affect normal users use and even endanger the safe operation of power system. Wind load of energy storage is more effective to improve the wind resources of intermittent.Firstly, this paper analyzes electric operation management mode development in rural areas and new energy storage’ current situation, then provides a case study about new energy development issues, feasible and necessary solutions of new energy consumption and terminal energy replacement based on the shortest distance between new energy power generation and rural electric terminal load, establishment of new energy storage system and system operation mode monitor thus promoting the new energy storage system operation based on current price system and price mechanism. Rural energy storage system in Eastern Inner Mongolia is crucial in addressing the issues like new energy wind power consumption, improve rural electric load rate, decrease residents living electricity costs, promote the development of energy-saving town and effectively regulate haze.
