Due to historical reasons, the two structure in urban and rural areas of endemic to China, urban and rural public service supply is showing two yuan special characteristic, this bias by comprehensive rural reform in recent years, the city’s supply policy, the policy value tendency, investment, rural basic public service level is improved, urban and rural areas to gradually narrow the gap, but due to historical accumulation of two yuan in urban and rural areas, and the gap caused by the base is too large, a short time is difficult to completely improve the huge gap between urban and rural areas, especially in the enjoyment of the public service reform brought dividends. City of basic public service is provided by the central and city of Ayutthaya, basic public services in rural areas is almost by the farmers burden, so that urban and rural residents to enjoy the equalization of public services is a serious obstacle. An important reason is that the impact on current policies and market conditions of the public service, human resource excellent mass flow to the city, while the rural local human resources has not yet formed a complete system. Therefore, in the reform and development in the future, the government should focus on the rural public service human resources development of this subject, from the public policy, the transformation of government functions, the market point of view, continue to inject vigor and vitality of rural areas, to further strengthen the rural public service, so that rural residents can enjoy equal national and city residents public service.
