At present urbanization is in a critical period, the fast growth brings challenges and opportunities to China economic transition development. The economy of our country is changing from hypernormal development to new normality development, as rare, irreplaceable and un-reborn resource, land development is becoming the key point which results in fierce debate between politics and literature under old systemframework. Farmers doubt the credibility of government because of the social dispute in land removal and moving, the role of government should be clearly defined in the market and it has huge effect on how to carry out the final walking steps of urbanization, we must rethink of the national condition which is suitable for socialism with Chinese characteristics and spontaneous behavior respecting the market. This article purpose is focusing on looking for deep root contradiction of farmland problem, and analyzing current farmland policy and social phenomenon, besides, by normative analysis together with determine the nature and using for foreign reference, it gives suitable and reasonable evolution proposal upon the cooperation between farmland transfer policy and urbanization development.First part, Introduction, it consists of topic background, domestic and overseas research overview, research significance, content and target. Topic background is mainly concerning the factors, domestic and overseas research overview is about current fundamental discuss of farmland transfer and urbanization issue; it provides supporting policies suggestion of farmland transfer beyond research significance, content and target, ultimately, it points out the innovation and deficiency.Second part, current situation statement, it includes basic theory, current situation, and system problem analysis. Known from concept and along with time axles expanding, we figure out what the real problem is. It is not the problem of farmland transfer itself, however, household registration and village collective is the most important system in effect.Part 3introduction of overseas experience, firstly we analyze the mature farmland policy of developed countries such as America’ and Europe, then a comparison analysis among "BRIC" (Brazil, Russia, India, China) is made to obtain the experience while carrying out farmland policy and avoid mistakes.Part 4 effect of farmland transfer to urbanization, as it was mentioned above urbanization growth results in key social issue of farmland transfer. Actually, it is the problem of men, farmers. Urbanization occupies too much living space in countryside and only by thorough analysis of the problem we can find out the right solution, and in this part we analyze farmers’behavior from identity, safeguard, and mentality and make a foundation of final conclusion.Part 5 countermeasure and suggestion, "Governing a large nation is like cooking small fish", which means the greatest challenge of governing a large nation is to take care of every individual. Our country covers a big area and has complicated condition in all areas; in fact, farmland policy is related to economic safety. First of all, the overall thinking of "Respect to Individual and making steady progress" should be clearly recognized, the target of policy reform is to get sound development of economic society, only by respecting farmer’s rights and interests from all aspects we will gain support and advocacy among them. We need a complete, integrate set of policy mix to put very hard effort in a whole to solve the problem by cooperating with Central and local government, and get consensus finally. The key point is initiative citizenization of farmers, we will figure out the way on how to convince farmers to accept the evolution and farmland really needs to be managed by strict policy and laws, in this way, ultimately, by fine cooperation, the general trend of urbanization will step forward smoothly and successfully.
